Laikipia Rejects Proposed Ebola Quarantine Facility, Cites Economic And Public Confidence Risks

The County Government of Laikipia has formally opposed a reported proposal to establish an Ebola quarantine and isolation facility within the county, citing concerns over public confidence, economic stability, and the potential impact on the county’s reputation.

The county administration said it had taken note of reports indicating that the national government, working with international partners, was considering the establishment of an Ebola quarantine and isolation facility within Laikipia County.

Governor Joshua Irungu said extensive consultations had been conducted at the highest levels of county leadership before arriving at its position, maintaining that its primary responsibility was to safeguard the welfare of residents while protecting the county’s social and economic interests.

While acknowledging the importance of global cooperation in responding to outbreaks of highly infectious diseases, the Governor argued that locating an Ebola quarantine facility in the region could raise legitimate public health concerns and create anxiety among residents, potentially disrupting daily life, local businesses and public services.

“This position is grounded in a solemn duty of care to the people of Laikipia County and a broader responsibility to safeguard the County’s social fabric, economic vitality and standing as a stable and thriving destination within the Republic,” said Governor Irungu.

He further warned that the proposal could have long-term reputational consequences, arguing that public perception often carries as much weight as technical realities in matters involving infectious disease management.

According to the Governor, the presence of an Ebola quarantine facility could lead to the county being viewed as a designated centre for Ebola treatment or containment, regardless of the facility’s actual purpose or scope.

He said such a perception would be difficult to reverse and could unfairly affect Laikipia’s image as a secure investment destination and tourism hub. They cautioned that the resulting uncertainty could discourage investment, slow tourism growth and weaken broader economic activity within the region.

The County boss also emphasized the need for transparency and public participation in decisions of such magnitude, arguing that inadequate consultation could fuel misinformation, public anxiety and mistrust among affected communities.

“Where matters of such sensitivity are undertaken without adequate public engagement or clear communication, the resultant vacuum is often filled by speculation, misunderstanding and avoidable public anxiety. It is therefore essential that any such process be anchored in full transparency and meaningful participation of affected stakeholders,” the Governor emphasized.

He maintained that while Kenya’s role in supporting international disease preparedness efforts is both recognised and valued, responsibility for hosting specialised health facilities should be balanced against the interests and expectations of local communities.

The Governor argued that no single county should bear what they described as a disproportionate burden associated with highly infectious diseases where alternative locations may reasonably exist.

In its formal position, the county stated that it does not support the establishment of the proposed Ebola quarantine facility within Laikipia and urged the national government to reconsider the location while exploring other suitable and socially sustainable alternatives.

The Governor further called for any future decisions on the matter to be preceded by comprehensive public participation, intergovernmental consultations and strict adherence to legal and constitutional requirements.
