Police Face Possible Disciplinary Action Over Inhumane Arrest of PLWD James Mbugua In Nakuru

The National Police Service has condemned the conduct of officers captured in a viral video allegedly mishandling a suspect during an arrest in Nakuru, announcing an internal investigation and promising action against those found culpable within seven days.
The statement follows widespread circulation of footage showing officers allegedly using excessive force while arresting James Mbugua in Nakuru City on Thursday, June 25, sparking public concern over police conduct and respect for constitutional rights.
The Service said preliminary findings indicate the arrest may not have complied with its Standard Operating Procedures or the legal safeguards intended to protect the dignity, safety and rights of suspects during law enforcement operations.
According to the police, the Inspector General has directed the Internal Affairs Unit to carry out a thorough, professional and impartial investigation, with the probe expected to be concluded within seven days before appropriate action is taken.
“The Service strongly condemns all forms of unprofessional conduct, excessive force, or breaches of established procedures. We remain committed to upholding the highest standards of professionalism, respect for human rights, and adherence to the Constitution of Kenya and other relevant laws,”said police spokesman Muchiri Nyaga.
The Service emphasized that any conduct falling below established policing standards is unacceptable, adding that officers are expected to exercise restraint, observe lawful procedures and uphold the rights of every person during arrests and other operations.
Nyaga also appealed to members of the public to cooperate with investigators by providing any information that could assist in establishing the circumstances surrounding the incident involving James Mbugua and the officers captured in the video.
The spokesman encouraged witnesses to report relevant information through the nearest police station, emergency numbers 999 or 911, the FichuaKwaDCI toll-free line, or the official WhatsApp reporting platform to support investigations.
“National Police Service reaffirms its zero-tolerance policy towards brutality, misconduct, or any actions that undermine public trust. We remain committed to professional policing that serves and protects all Kenyans, residents, and visitors while fully respecting their constitutional rights,” the statement added.
