Concern As Nyandarua Trade Fund Remains Undisbursed Despite 8 Years Of Allocations

Nyandarua County’s Trade Fund has not been disbursed to residents despite receiving allocations for eight consecutive years, a county assembly committee has told the House.
The Committee on Trade, Cooperatives Development, Industrialisation and Partnership raised concern that the department failed to release the funds to intended beneficiaries across the county.
Committee Vice Chairperson Joyce Munyua urged the department to disburse the money by June 30, 2026, warning that further delay would undermine local enterprise development.
“Money has continuously been appropriated to this fund for the last eight years, yet the wananchi have not benefited. The department must ensure the funds are disbursed by June 30, 2026,” Munyua said.
She was presenting the department’s Budget Implementation Report for the 2023/2024 financial year, outlining gaps in absorption and project delivery.
The committee found that only five out of 12 planned projects had been completed by the time of submitting the report.
This translates to 41 per cent completion, pointing to underutilisation of allocated resources and slow implementation of development programmes.
The report also cited frequent changes in senior management, from County Excecutive Committee Members to Chief Officers and Directors, as a factor affecting continuity and accountability.
Committee Chairperson David Methu said leadership instability had slowed service delivery and affected long-term planning within the department.
“Frequent changes in office holders have negatively affected the overall performance of the department. This has led to delays in implementing development projects across the county,” Methu sa
Lawmakers acknowledged progress at the County Aggregated Industrial Park in Njabini, which is expected to promote value addition and create jobs.
However, the department has yet to complete the project, citing financial constraints despite contractors raising certificates for completed works.
Munyua said the national government had recently committed to release Sh250 million in the 2025/2026 financial year to support completion of the industrial park.
