Four people have been arrested in Bomet County over a large-scale recruitment scam that conned job seekers out of more than Sh40 million using fake Teachers Service Commission (TSC) appointment letters.

Detectives from the Directorate of Criminal Investigations said the suspects targeted unemployed teachers and members of the public with promises of permanent and pensionable jobs at the Teachers Service Commission.

Those arrested are David Kemei, a TSC director in Konoin Sub-County, Rosebella Chepkemoi Korir, a former Bomet County Woman Representative aspirant, and two teachers, Leonard Siele Towett and Mercy Cherotich.

Investigators said the suspects demanded large sums of money in exchange for forged recruitment letters. Many victims reportedly took loans, sold property, or depleted their savings in the hope of securing employment.

“This was a well-coordinated scheme designed to exploit desperate job seekers using forged documents and insider claims,” the DCI said.

The four were arraigned on Thursday at the Bomet Law Courts, where detectives secured 14-day custodial orders to allow for further investigations.

According to the DCI, the fraud network is not limited to Bomet County. Similar cases have been reported in Kericho, Narok, Kisii, and Nyamira counties.

“The investigation is ongoing and we are actively pursuing other suspects believed to be part of this syndicate,” the DCI said.

The agency warned the public to be cautious and verify all recruitment information through official TSC channels.

The DCI reiterated that the Teachers Service Commission does not charge any fees for employment and urged job seekers to report suspected fraud to the nearest police station.
