DPP Approves Charges Against Eight In SHA Fraud Probe

A Kenya Medical Practitioners and Dentists Council (KMPDC) employee, Harun Liluma, was also approved for prosecution in multiple counts.

The Office of the Director of Public Prosecutions has approved charges against eight individuals over alleged fraudulent registration and payments under the Social Health Authority scheme.

In a statement dated February 25, 2026, the ODPP said it reviewed investigation files submitted by the Directorate of Criminal Investigations between January 28 and February 24.

“Upon review, the DPP has directed charges against the following persons and institutions,” the statement reads.

At Danaba Care Hospital, directors Mohammed Kulow Ali and Hassan Adan Ibrahim will face charges of conspiracy to defraud and operating an unlicensed health facility.

At Kamishawa Medical Centre, former directors Kamsia Hassan Kala and Hawa Alinoor Malo were approved for prosecution on similar counts.

Ibrahim Rashid and Ahmed Mohamud Adan, proprietors of Kaafi Nursing Home, will face charges of obtaining money by false pretences and operating an unlicensed facility.

Naima Sheikh Ali, Abdhakim Sheikh Ali and Adan Abdikhalid Abdullahi, proprietors of Mama Nerbeel Nursing Home, face charges of obtaining money by false pretences and operating without a licence.

Ali Edin Ibrahim, owner of Alati Nursing Home, was approved for prosecution for obtaining money by false pretences and running an unlicensed health facility.

Ismail Omar Mohammed, proprietor of Julun Nursing Home, will also face charges of obtaining money by false pretences and operating without the required licence.

At Dimtu Nursing Home Limited, director Yussuf Siat Jelle faces charges of conspiracy to defraud, operating an unlicensed facility and acquisition of proceeds of crime.

The nursing homes and medical centres are accused of irregular registration and submitting fraudulent claims for payments under the SHA system.

A Kenya Medical Practitioners and Dentists Council employee, Harun Liluma, was also approved for prosecution in the scheme.

He faces charges of unauthorised access to a computer system, computer fraud, conspiracy to defraud and abuse of office.

In relation to Dimtu Nursing Home, he is further accused of computer fraud under the Computer Misuse and Cybercrimes Act.

“The Director of Public Prosecutions has received and reviewed investigation files forwarded from the Directorate of Criminal Investigations,” the statement says.

The charges cite the Penal Code, the Medical Practitioners and Dentists Act, the Computer Misuse and Cybercrimes Act and the Proceeds of Crime and Anti-Money Laundering Act.

“The Office of the Director of Public Prosecutions remains committed to upholding its mandate under the Constitution and the law,” the ODPP said.

The suspects are expected to appear in court as investigations into the wider SHA fraud continue.
