Ruto Nominates Mary Seneta To National Land Commission

The appointments follow a ruling in Civil Application No. E662 of 2025, consolidated with related applications.

President William Ruto has nominated former Nominated Senator and Kajiado Woman Representative Mary Seneta as a member of the National Land Commission.

The nomination is part of a list forwarded to the National Assembly for vetting and approval following a Court of Appeal ruling.

Other nominees are Susan Khakasa Oyatsi, Daniel Murithi Muriungi, Kigen Vincent Cheruiyot, Mohamed Abdi Haji Mohamed and Dr Julie Ouma Oseko.

Dr Abdillahi Saggaf Alawy has been nominated as chairperson of the commission, subject to parliamentary approval.

The nominees represent Kwale, Kakamega, Meru, Kericho, Siaya, Mandera and Kajiado counties.

In a notification dated February 17, 2026, Chief of Staff and Head of the Public Service Felix Koskei said the nominations comply with constitutional and legal requirements.

“In full fulfilment of the constitutional requirements regarding State appointments, His Excellency the President has transmitted the nominations to the National Assembly for consideration and approval by Parliament,” Koskei said.

The appointments follow a ruling in Civil Application No. E662 of 2025, consolidated with related applications.

The Court of Appeal authorised recruitment and nomination of the third cohort of commissioners strictly to fill vacant positions of chairperson and six members.

“In compliance with the decision of the Appellate Court, it is therefore notified that the Head of State and Government has nominated the Chairperson and six members of the National Land Commission, as annotated below,” Koskei said.

The court further affirmed that the tenure of serving commissioners Esther Murugi Mathenge and Tiyah Galgalo Ali remains protected.

Their terms expire on December 20, 2026, according to the notification.

The National Assembly is expected to vet the nominees before considering their approval.
