Governor Susan Kihika has instituted a comprehensive human resource reform agenda aimed at advancing her administration’s development objectives. She spoke during an end-of-year forum for public officers held at Nakuru High School.
Kihika outlined a series of deliberate personnel measures implemented over the past year, emphasizing that these were not routine administrative actions but strategic investments in strengthening the county’s institutional capacity.
The governor highlighted that her administration has focused on recruitment, retention, and professional development, efforts designed to restore both dignity and confidence among employees and enhance efficiency in public service delivery.
“To date, we have recruited 1,102 officers, promoted 1,959, confirmed 1,366 to permanent and pensionable terms, redesignated 108, and trained 286 officers to equip them for an evolving and dynamic work environment,” she said.

Additionally, her administration has reinforced human resource management policies, expanded staff medical insurance, improved workplace conditions, and introduced initiatives to create a supportive, efficient, and motivating environment for employees across all county departments.
Staff reported a renewed sense of dignity, stability, security, and confidence in their roles, especially after being confirmed to permanent and pensionable terms, which they said has positively impacted their motivation and commitment at work.
Going forward, the Governor pledged to continue collaborating with unions to ensure uninterrupted services, improve staff welfare, guarantee timely salaries, and strengthen employee support while upskilling and motivating the workforce for better service delivery and Nakuru County’s socio-economic growth.
“I convey my sincere and heartfelt appreciation to the entire County workforce for their unwavering drive, dedication, professionalism, determination, and humility, which have collectively contributed to improved access to services, stronger and more responsive institutions, enhanced fiscal discipline, and clear, measurable results,” she said.
